All persons applying for a license to commercially\n\nproduce catfish, minnows, fingerlings, fish, frogs or other aquatic\n\nspecies pursuant to the provisions of this act shall produce\n\npositive proof of:\n\na. identification including, but not limited to, a valid\n\nOklahoma driver license of the applicant,\n\nb. age, and\n\nc. residency.\n\n2. It shall be unlawful for any person to make a false\n\nstatement or to give any false information in order to acquire a\n\nlicense, pursuant to the provisions of this act.\n\nB. Any license issued by the Oklahoma Department of\n\nAgriculture, Food, and Forestry pursuant to this act shall contain\n\nthe data required by subsection A of this section as well as the\n\ndate and time of issuance of the license.\n\nC. 1. All licenses issued by the Department pursuant to this\n\nact shall be nontransferable.\n\n2. No person shall alter, change, lend or transfer any such\n\nlicense. No person shall use, loan or borrow a license which has\n\nnot been issued to that person by the Oklahoma Department of\n\nAgriculture, Food, and Forestry.\n\nD. All licenses issued pursuant to this act shall terminate\n\nDecember 31 for the year issued.\n\nE. The Department may issue a duplicate license at a reasonable\n\ncost for a commercial operation if such license is lost or\n\ndestroyed.\n\nF. 1. A license for engaging in a private commercial operation\n\nsubject to the provisions of this act may be revoked for a period of\n\nnot less than one (1) year upon the conviction of the licensee for\n\nviolating any provision of this act or rules promulgated thereto by\n\nthe Oklahoma Department of Agriculture, Food, and Forestry in\n\naccordance with rules promulgated by the State Board of Agriculture,\n\nor by a court of competent jurisdiction.\n\n2. For purposes of this subsection, a court conviction, a plea\n\nof guilty, a plea of nolo contendere, the imposition of a deferred\n\nor suspended sentence by a court, or forfeiture of bond shall be\n\ndeemed a conviction.\n\n3. Any person who has had a license to engage in private\n\ncommercial operations pursuant to this act shall not be entitled to\n\nreapply for such license until the revocation period has expired or\n\nthe person has obtained approval of the Oklahoma Department of\n\nAgriculture, Food, and Forestry to reapply for the license.\n\n4. It shall be unlawful for any person to engage in a private\n\ncommercial operation subject to the provisions of this act after\n\nrevocation of his or her license.
