If the State Veterinarian determines that any livestock is\n\ninfected with or has been exposed to any contagious or infectious\n\ndisease, the owner or person in control of the livestock may be\n\ndirected by the State Veterinarian or any authorized agent thereof,\n\nto disinfect any livestock or any place the livestock has been in a\n\nspecific time and manner. If the livestock or place is not\n\ndisinfected within the time specified, the State Veterinarian or\n\nauthorized agent shall have the authority to have the livestock or\n\nplace disinfected. The owner or person in control of the livestock\n\nshall be obligated to pay to the State Department of Agriculture all\n\nexpenses incurred in having the livestock or place disinfected. The\n\nState Board of Agriculture shall have the authority to place a lien\n\nupon the livestock or place until the expense is paid.\n\nB. The livestock or place shall not be removed or change\n\nownership without permission of the State Veterinarian. When the\n\nexpense is paid, it shall be deposited in the State Department of\n\nAgriculture Revolving Fund.\n\nC.
