Stat. tit. 2, § 2-6-401","heading":"Animal disease threatening domestic animal population","body":"and/or public welfare – Certification – Declaration of emergency by\n\nGovernor.\n\nA. 1. If the State Board of Agriculture determines that a\n\nconfirmed case of an animal disease in this state presents a\n\nsubstantial and imminent threat to the state's domestic animal\n\npopulation and/or to protect the public welfare, the Board shall\n\ncertify the case to the Governor.\n\n2. After receiving certification from the Board, the Governor\n\nmay declare an emergency pursuant to this section for purposes of\n\nallowing the Board to establish quarantine zones of control to\n\nprotect the health of domestic animals and the public welfare from\n\ndisease. The Governor may declare an emergency pursuant to this\n\nsection without declaring an emergency under the Oklahoma Civil\n\nDefense and Emergency Resources Management Act of 1967.\n\n3. A declaration pursuant to this section:\n\na. may specify that it applies to all or certain units of\n\nthe state or local government,\n\nb. must specify the time period for which it applies, and\n\nc. must be filed with the Secretary of State.\n\n4. The provisions of this subsection are in addition to and do\n\nnot limit authority granted to the Governor or local government\n\nofficials by other provisions of law.\n\nB. 1. The Board may meet by electronic means without violating\n\nstate open meeting laws for the purpose of declaring that a highly\n\nsuspicious case of a disease in this state presents a substantial\n\nand imminent threat to the state's domestic animal population.\n\n2.
