Upon an emergency declaration by the Governor pursuant to\n\nthe Animal Disease Outbreak Temporary Emergency Act, the State\n\nVeterinarian may establish quarantine zones of control in any area\n\nwhere a specific animal determined to be infected or is likely to be\n\ninfected with the disease be examined by a veterinarian authorized\n\nby the Board or the State Veterinarian. This determination shall be\n\nbased on an actual veterinary examination or laboratory testing.\n\nB. Quarantine zones of control shall be the smallest size\n\npracticable to prevent the spread of the disease and must exist for\n\nthe shortest duration consistent with effective disease control.
