Stat. tit. 2, § 2-6-403","heading":"Orders restricting movement of persons, livestock,","body":"machinery, and personal property.\n\nA. 1. The State Board of Agriculture may issue orders\n\nrestricting the movement of persons, livestock, machinery, and\n\npersonal property out of quarantine zones. The President of the\n\nBoard, the State Veterinarian, or any licensed veterinarian\n\ndesignated by the Board may issue the orders.\n\n2. Any such order shall be issued upon a determination that\n\nreasonable cause exists to believe that the movement of persons or\n\npersonal property out of a quarantine zone will reasonably transport\n\na dangerous, infectious, or communicable disease outside of the\n\nquarantine zone.\n\nB. An order restricting the movement of persons, livestock,\n\nmachinery, and personal property out of quarantine zones:\n\n1. Shall be served upon any person subject to the order;\n\n2. Shall be limited to the greatest extent possible consistent\n\nwith the paramount disease control objectives as determined by the\n\nBoard;\n\n3. May be served on any day at any time; and\n\n4. Must include a notice of the person's rights pursuant to\n\nthis section, including, but not limited to, the ability of the\n\nperson to enter into an agreement to abide by disease control\n\nmeasures under subsection C of this section and the right to request\n\na court hearing under subsection D of this section. When an order\n\nrestricting the movement of persons has been issued, the physical\n\nand emergency medical needs of those persons restricted pursuant to\n\nthe order shall be addressed in a systematic and competent manner.\n\nC. No person may be restricted by an order, issued pursuant to\n\nthe Animal Disease Outbreak Temporary Emergency Act for longer than\n\nseventy-two (72) hours, if the person agrees to abide by the disease\n\ncontrol measures established by the Board. Such person shall sign\n\nan acknowledgment form prepared by the Board evidencing the person's\n\nagreement to abide by the disease control measures established by\n\nthe Board.\n\nD. Any person whose movements are restricted by an order\n\npursuant to the Animal Disease Outbreak Temporary Emergency Act may\n\nseek a district court hearing on the order at any time after it is\n\nserved on the person. The hearing shall be heard as soon as\n\npossible regardless of the time of day and any inconvenience to the\n\ncourt. The hearing may be held by electronic means. The subject of\n\nthe order may:\n\n1. Contest imposition of the order on grounds that it is an\n\nabuse of the Board's discretion pursuant to the Animal Disease\n\nOutbreak Temporary Emergency Act; or\n\n2.
