The Department of Environmental Quality shall have\n\nenvironmental jurisdiction over:\n\n1. Commercial manufacturers of fertilizers, grain and feed\n\nproducts, and chemicals, and over manufacturing of food and kindred\n\nproducts, tobacco, paper, lumber, wood, textile mill and other\n\nagricultural products;\n\n2. Slaughterhouses, but not including feedlots at these\n\nfacilities; and\n\n3. Aquaculture and fish hatcheries,\n\nincluding, but not limited to, discharges of pollutants and storm\n\nwater to waters of the state, surface impoundments and land\n\napplication of wastes and sludge, and other pollution originating at\n\nthese facilities.\n\nB.
