It shall be unlawful for any person to sell, offer for sale,\n\nor knowingly transport within this state any weed-infested material:\n\n1. Bearing a false or misleading label and/or invoice;\n\n2. Bearing a false or misleading statement regarding absence or\n\npresence of noxious weeds; and\n\n3. Containing any seeds, root stalks, or reproductive portions\n\nof noxious weeds.\n\nB. It shall be unlawful for any person within this state:\n\n1. To detach, alter, deface, or destroy any label or invoice\n\nprovided for in this subarticle or rules or to alter or substitute\n\nweed-infested material that may in any manner defeat the purpose of\n\nthis subarticle;\n\n2. To disseminate any false or misleading advertisement\n\nconcerning weed-infested material in any manner;\n\n3. To hinder or obstruct the State Board of Agriculture in the\n\nperformance of its duties and functions under the provisions of this\n\nsubarticle; and\n\n4.
