Each warehouseman, upon weighing commodities, shall\n\nissue a scale ticket to the person from whom the commodities are\n\nreceived on a form approved by the State Board of Agriculture. No\n\nscale ticket shall be issued unless the Board has approved the form.\n\nThe scale ticket shall contain, but not be limited to, preprinted\n\nconsecutive numbers and lines for entering the weight, grade, kind,\n\ntest, and moisture of the commodity, the name and address of the\n\nowner, and the signature or initials of the licensed weigher and\n\ngrader. The grade and the factors used to establish the grade shall\n\nbe documented on each scale ticket.\n\n2. Each warehouseman is required to have a licensed weigher and\n\ngrader at each location to supervise the weighing and grading of\n\ncommodities received and sign the scale ticket.\n\n3. The scale ticket shall be nonnegotiable, but may singly or\n\nwith others be exchanged for a state or federal negotiable warehouse\n\nreceipt. A scale ticket has protection under the surety provisions\n\nof the Public Warehouse and Commodity Indemnity Act equal to a\n\nwarehouse receipt.\n\n4. No warehouseman shall store a commodity except in a state-\n\nchartered or federally licensed and bonded warehouse.\n\nB. The warehouseman, in the absence of some lawful excuse,\n\nshall immediately deliver the commodities stored upon a demand made\n\neither by the holder of a receipt for the commodities or by the\n\ndepositor if the demand is accompanied by:\n\n1. An offer to satisfy the warehouseman's lien;\n\n2. An offer to surrender the receipt, if negotiable, with\n\nendorsements as necessary for the negotiation of the receipts; and\n\n3.
