For purposes of determining the salaries of Associate\n\nDistrict Judges, the Federal Decennial Census shall be used to\n\ndetermine the population of the county.\n\nB. Provided, however, in those counties in which the\n\npopulation, according to the 1990 Federal Decennial Census, has\n\nfallen below the population threshold for salary determination, the\n\nsalary of a sitting Associate District Judge shall not be lowered\n\nbelow the salary for the population threshold for salary\n\ndetermination based upon the population according to the 1980\n\nFederal Decennial Census.\n\nC. Provided, however, in those counties in which the\n\npopulation, according to the 1980 and 1990 Federal Decennial\n\nCensuses, was below the population threshold for salary\n\ndetermination, but the population rose above the population\n\nthreshold for salary determination between the 1980 and 1990 Federal\n\nDecennial Censuses, the salary of an Associate District Judge\n\ncontinuing in office or initially elected in 1994 shall not be\n\nlowered if the judge or predecessor of the judge received a salary\n\nincrease during the time the population of the county rose above the\n\nthreshold population.
