The Chief Justice of the Supreme Court is authorized to\n\nappoint law student clerks for the Supreme Court, Court of Civil\n\nAppeals, and the district courts. All personnel appointed under\n\nthis section shall be appointed by and serve at the pleasure of the\n\nChief Justice of the Supreme Court. No personnel employed under the\n\nprovisions of this section shall be employed for more than one\n\nthousand (1,000) hours per year.\n\nB. There is hereby created in the State Treasury a revolving\n\nfund for the Supreme Court, to be designated the \"Grants and\n\nDonations Revolving Fund\". The fund shall be a continuing fund, not\n\nsubject to fiscal year limitations, and shall consist of all monies\n\nreceived by the Supreme Court, from gifts, grants, private\n\ndonations, and federal funding for the payment of salaries and\n\nbenefits for law student clerks for the Supreme Court, Court of\n\nCivil Appeals, or the district courts. All monies accruing to the\n\ncredit of the fund are hereby appropriated and may be budgeted and\n\nexpended by the Supreme Court for the purpose of the payment of\n\nsalaries and benefits for law student clerks for the Supreme Court,\n\nCourt of Civil Appeals, or the district courts. Expenditures from\n\nthe fund and personnel employed under the provisions of this section\n\nshall be exempt from full-time-equivalency and budgetary\n\nlimitations.
