The Council on Judicial Complaints shall consist of three\n\n(3) members, only two of whom shall be members of the Bar of the\n\nState of Oklahoma and only two of whom shall constitute a quorum.\n\nOne member shall be appointed by the President Pro Tempore of the\n\nSenate; one member shall be appointed by the Speaker of the House of\n\nRepresentatives; and one member shall be appointed by the President\n\nof the Oklahoma Bar Association.\n\nB.
