Stat. tit. 20, § 20-1661","heading":"Disqualification of council member","body":"If, in any matter pending before the Council, a council member\n\nis disqualified to act for a reason that would disqualify a judicial\n\nofficer from sitting in a matter, the Council may proceed to\n\nconsider the matter, if a quorum is present, or may certify to the\n\nofficer having the appointment of that member, who shall thereupon\n\nimmediately appoint a special member to sit in that case, only.
