There is hereby created the Task Force for the Study of\n\nBusiness Courts.\n\nB. The task force shall consist of eleven (11) members to be\n\nappointed or selected as follows:\n\n1. Five members to be appointed by the Governor, one of whom\n\nshall be designated by the Governor as the chair of the task force;\n\n2. Two members to be appointed by the Speaker of the Oklahoma\n\nHouse of Representatives;\n\n3. Two members to be appointed by the President Pro Tempore of\n\nthe Oklahoma State Senate;\n\n4. One member to be appointed by the Chief Justice of the\n\nOklahoma Supreme Court; and\n\n5. One member to be appointed by the Administrative Director of\n\nthe Courts.\n\nC. The task force shall conduct an organizational meeting no\n\nlater than September 30, 2024. A majority of the members present at\n\nthe organizational meeting, or any subsequent meeting, shall\n\nconstitute a quorum for the purpose of any action except the vote on\n\nthe final report. A majority of the total membership of the task\n\nforce shall constitute a quorum for the purpose of voting on the\n\nfinal report required by subsection H of this section.\n\nD. The task force shall be authorized to meet as necessary in\n\norder to perform the duties imposed on it.\n\nE. The task force shall conduct a study to analyze the\n\nimplementation, effect, and impact of creating a Business Court\n\nSystem in the State of Oklahoma. The study shall include but shall\n\nnot be limited to:\n\n1. The existing Oklahoma court structure;\n\n2. The examination and study of business court structures in\n\nother states; and\n\n3. Such other matters related to business courts as the task\n\nforce deems relevant.\n\nF. Staff assistance for the task force shall be provided by the\n\nstaff of the Secretary of State.\n\nG. The task force shall produce a preliminary written report\n\nand a final written report of its findings and any recommendations\n\nregarding the creation of business courts in this state which shall\n\ninclude but not be limited to recommendations to determine:\n\n1. Matters that shall and shall not be heard in the business\n\ncourt;\n\n2. The manner in which a business court judge may be selected;\n\n3. The qualifications, salary, and term limit of a business\n\ncourt judge, and the manner in which a business court judge shall be\n\nreplaced if a vacancy occurs;\n\n4. Whether an office for a secretary-bailiff shall be created\n\nfor business court judges and the compensation of a secretary-\n\nbailiff;\n\n5. How proper venue is to be determined for a case on the\n\nbusiness court docket;\n\n6. A dollar amount to determine which district shall have\n\njurisdiction over a business court case;\n\n7. Whether the business court shall exercise supplemental\n\njurisdiction;\n\n8. Whether the business court judge may transfer a matter to a\n\ncivil docket;\n\n9. The manner in which the transfer of qualified cases to the\n\nbusiness court shall occur, if at all;\n\n10. If a business court judge should be disqualified from\n\nhearing a case, or whether recusal should be required, and the\n\nmanner in which a business court judge shall be replaced;\n\n11. The procedure governing an appeal from the business court;\n\n12. Whether the business court may conduct remote proceedings;\n\n13. Filing costs for actions filed in the business court; and\n\n14. Such other recommendations as the task force deems\n\nrelevant.\n\nH. The preliminary report shall be submitted to the Governor,\n\nthe Speaker of the House of Representatives, and the President Pro\n\nTempore of the Senate not later than January 1, 2025. The final\n\nreport shall be submitted to the Governor, the Speaker of the House\n\nof Representatives, and the President Pro Tempore of the Senate not\n\nlater than January 1, 2026.\n\nI. Members of the task force shall be reimbursed for their\n\ntravel expenses from the resources of the appointing authority.\n\nMembers of the task force who are legislators shall not be eligible\n\nto receive travel reimbursement.\nfinal\n\nreport shall be submitted to the Governor, the Speaker of the House\n\nof Representatives, and the President Pro Tempore of the Senate not\n\nlater than January 1, 2026.\n\nI. Members of the task force shall be reimbursed for their\n\ntravel expenses from the resources of the appointing authority.\n\nMembers of the task force who are legislators shall not be eligible\n\nto receive travel reimbursement.\n\nJ.
