Whenever the Attorney General of this state or the district\n\nattorney for any district has reasonable cause to believe that any\n\nperson, with knowledge of its contents, is:\n\n1. Engaged in sending or causing to be sent, bringing or\n\ncausing to be brought, into this state for sale or commercial\n\ndistribution; or\n\n2. In this state preparing, selling, exhibiting or commercially\n\ndistributing or giving away, or offering to give away, or has in his\n\nor her possession with intent to sell, or commercially distribute or\n\nto exhibit or give away or offer to give away,\n\nany obscene material or child sexual abuse material, the Attorney\n\nGeneral or the district attorney for the county into which such\n\nmailable matter is sent or caused to be sent, brought or caused to\n\nbe brought, or in which it is prepared, sold, exhibited or\n\ncommercially distributed or given away or offered to be given away,\n\nor possessed, may institute an action in the district court for an\n\nadjudication of the obscenity or child sexual abuse content of the\n\nmailable matter.\n\nB.
