Stat. tit. 21, § 21-1265.9","heading":"Highways - Closing on petition of producers of defense","body":"materials or public utilities.\n\nAny individual, partnership, association, corporation, municipal\n\ncorporation or state or any political subdivision thereof engaged in\n\nor preparing to engage in the manufacture, transportation or storage\n\nof any product to be used in the preparation of the United States or\n\nany of the states for defense or for war or in the prosecution of\n\nwar by the United States, or in the manufacture, transportation,\n\ndistribution of storage of gas, oil, coal, electricity or water, or\n\nany of said natural or artificial persons operating any public\n\nutility, who has property so used which he or it believes will be\n\nendangered if public use and travel is not restricted or prohibited\n\non one or more highways or parts thereof upon which such property\n\nabuts, may petition the highway commissioners of any city, town or\n\ncounty to close one or more of said highways or parts thereof to\n\npublic use and travel or to restrict by order the use and travel\n\nupon one or more of said highways or parts thereof.\n\nUpon receipt of such petition, the highway commissioners shall\n\nset a day for hearing and give notice thereof by publication in a\n\nnewspaper having general circulation in the city, town or county in\n\nwhich such property is located, such notice to be at least seven\n\ndays prior to the date set for hearing. If after hearing the\n\nhighway commissioners determine that the public safety and the\n\nsafety of the property of the petitioner so require, they shall, by\n\nsuitable order, close to public use and travel or reasonably\n\nrestrict the use of and travel upon one or more of said highways or\n\nparts thereof; provided, the highway commissioners may issue written\n\npermits to travel over the highways so closed or restricted to\n\nresponsible and reputable persons for such term, under such\n\nconditions and in such form as said commissioners may prescribe.\n\nAppropriate notices in letters at least three (3) inches high shall\n\nbe posted conspicuously at each end of any highway so closed or\n\nrestricted by such order.
