Stat. tit. 21, § 21-1268.1","heading":"Definitions","body":"As used in this act:\n\n1. \"Biochemical assault\" means the intentional delivery of any\n\nsubstance or material to another person without lawful cause,\n\nwhether or not such substance or material is toxic, noxious or\n\nlethal to humans, to:\n\na. cause intimidation, fear or anxiety and a reasonable\n\nbelief by the victim that death, disease, injury or\n\nillness will occur as a result of contamination by\n\nsuch substance or material and, based upon that\n\nbelief, an emergency response is necessary, or\n\nb. poison, injure, harm or cause disease or illness to\n\nany person;\n\n2. \"Biochemical terrorism\" means an act of terrorism involving\n\nany biological organism, pathogen, bacterium, virus, chemical or its\n\ntoxins, isomers, salts or compounds, or any combination of\n\norganisms, viruses or chemicals that is capable of and intended to\n\ncause death, disease, injury, illness or harm to any human or animal\n\nupon contact or ingestion, or harm to any food supply, plant, water\n\nsupply, drink, medicine or other product used for or consumed by\n\nhumans or animals;\n\n3. \"Conduct\" includes initiating, concluding, or participating\n\nin initiating or concluding a transaction;\n\n4. \"Financial institution\" includes:\n\na. any financial institution, as defined in Section\n\n5312(a)(2) of Title 31 of the United States Code, or\n\nthe regulations promulgated thereunder, and\n\nb. any foreign bank, as defined in Section 3101 of Title\n\n12 of the United States Code;\n\n5. \"Financial transaction\" means:\n\na. a transaction which in any way or degree affects\n\nstate, interstate or foreign commerce:\n\n(1) involving the movement of funds by wire or other\n\nmeans,\n\n(2) involving one or more monetary instruments, or\n\n(3) involving the transfer of title to any real\n\nproperty, vehicle, vessel, or aircraft, or\n\nb. a transaction involving the use of a financial\n\ninstitution which is engaged in, or the activities of\n\nwhich affect, state, interstate or foreign commerce in\n\nany way or degree;\n\n6. \"Monetary instrument\" means:\n\na. coin or currency of the United States or of any other\n\ncountry, travelers' checks, personal checks, bank\n\nchecks, and money orders, or\n\nb. investment securities or negotiable instruments, in\n\nbearer form or otherwise in such form that title\n\nthereto passes upon delivery;\n\n7. \"Proceeds\" means all monies, negotiable instruments, and\n\nsecurities received, used, or intended to be used to facilitate any\n\nviolation of the Oklahoma Antiterrorism Act;\n\n8. \"Terrorism\" means one or more kidnappings or other act of\n\nviolence, or a series of acts of violence, resulting in damage to\n\nproperty, personal injury or death, or the threat of such act or\n\nacts that appears to be intended:\n\na. to intimidate or coerce a civilian population,\n\nb. to influence the policy or conduct of a government by\n\nintimidation or coercion, or\n\nc. in retaliation for the policy or conduct of a\n\ngovernment by intimidation or coercion.\n\nPeaceful picketing or boycotts and other nonviolent action shall\n\nnot be considered terrorism;\n\n9. \"Terrorism hoax\" means the willful conduct to simulate an\n\nact of terrorism as a joke, hoax, prank or trick against a place,\n\npopulation, business, agency or government by:\n\na. the intentional use of any substance to cause fear,\n\nintimidation or anxiety and a reasonable belief by any\n\nvictim that such substance is used, placed, sent,\n\ndelivered or otherwise employed as an act of\n\nbiochemical terrorism requiring an emergency response\n\nor the evacuation or quarantine of any person, place\n\nor article, or\n\nb. any act or threat of violence, sabotage, damage or\n\nharm against a population, place or infrastructure\n\nthat causes fear, intimidation or anxiety and a\n\nreasonable belief by any victim that such act or\n\nthreat is an act of terrorism to disrupt any place,\n\npopulation, business, agency or government;\n\n10. \"Terrorist activity\" means to plan, aid or abet an act of\nany person, place\n\nor article, or\n\nb. any act or threat of violence, sabotage, damage or\n\nharm against a population, place or infrastructure\n\nthat causes fear, intimidation or anxiety and a\n\nreasonable belief by any victim that such act or\n\nthreat is an act of terrorism to disrupt any place,\n\npopulation, business, agency or government;\n\n10. \"Terrorist activity\" means to plan, aid or abet an act of\n\nterrorism or aid or abet any person who plans or commits an act of\n\nterrorism; and\n\n11. \"Transaction\" includes a purchase, sale, loan, pledge,\n\ngift, transfer, delivery, or other disposition, and with respect to\n\na financial institution includes a deposit, withdrawal, transfer\n\nbetween accounts, exchange of currency, loan, extension of credit,\n\npurchase or sale of any stock, bond, certificate of deposit, or\n\nother monetary instrument, use of a safe deposit box, or any other\n\npayment, transfer, or delivery by, through, or to a financial\n\ninstitution, by whatever means effected.","path":["OK Code","Title 21"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os21.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"d9b2ac298a2c24c285ff7ec258c9b040a00b6841de742f674b8db806178d0c0f","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-21-21-1268","next":"us-ok/okla.-stat.-tit.-21-21-1268.2"},"notice":"GroundRules: Original legal text.
