Stat. tit. 21, § 21-1290.9","heading":"Eligibility","body":"ELIGIBILITY\n\nThe following requirements shall apply to any person making\n\napplication to the Oklahoma State Bureau of Investigation for a\n\nhandgun license pursuant to the provisions of the Oklahoma Self-\n\nDefense Act. The person must:\n\n1. Be a citizen of the United States with established residency\n\nin the State of Oklahoma; or\n\n2. Be a lawful permanent resident in the United States and have\n\nestablished residency in the State of Oklahoma.\n\nFor purposes of the Oklahoma Self-Defense Act:\n\na. the term \"residency\" shall apply to any person who\n\neither possesses a valid Oklahoma driver license or\n\nstate photo identification card, and physically\n\nmaintains a residence in this state or to any person,\n\nincluding the spouse of such person, who has permanent\n\nmilitary orders within this state and possesses a\n\nvalid driver license from another state where such\n\nperson and spouse of such person claim residency, and\n\nb. the term \"lawful permanent resident\" shall mean a\n\nnoncitizen who is lawfully authorized to live\n\npermanently within the United States;\n\n3. Be at least:\n\na. twenty-one (21) years of age, or\n\nb. eighteen (18) years of age but not yet twenty-one (21)\n\nyears of age and the person is a member or veteran of\n\nthe United States Armed Forces, the Reserves or\n\nNational Guard, or the person was discharged under\n\nhonorable conditions from the United States Armed\n\nForces, Reserves or National Guard;\n\n4. Complete a firearms safety and training course and\n\ndemonstrate competence and qualifications with the type of pistol to\n\nbe carried by the person as provided in Section 1290.14 of this\n\ntitle, and submit proof of training and qualification or an\n\nexemption for training and qualification as authorized by Section\n\n1290.14 of this title;\n\n5. Submit the required fee and complete the application process\n\nas provided in Section 1290.12 of this title; and\n\n6.
