The Legislature recognizes that special circumstances exist\n\nas regards college campuses and public school facilities, including\n\nthe fact that a large number of people are confined to a small area,\n\nand certain acts committed in such places would have a more\n\ndetrimental effect as regards the health and safety of those\n\ninvolved than if the same act were committed at some other place,\n\nand, in keeping with these facts, any person on the campuses or\n\nschool grounds of any public state-supported institutions of higher\n\nlearning or public school facilities who, by word of mouth or\n\nwritings, advocates, affirmatively suggests or teaches the duty,\n\nnecessity, propriety or expediency of crime, criminal syndicalism,\n\nor sabotage, or who shall advocate, affirmatively suggest or teach\n\nthe duty, necessity, propriety or expediency of doing any act of\n\nviolence, the destruction of or damage to any property, the bodily\n\ninjury to any person or persons, or the commission of any crime or\n\nunlawful act as a means of accomplishing or effecting any industrial\n\nor political ends, change, or revolution, or for profit; or who\n\nprints, publishes, edits, issues, or knowingly circulates, sells,\n\ndistributes, or publicly displays any books, pamphlets, paper,\n\nhandbill, poster, document, or written or printed matter in any form\n\nwhatsoever, containing matter advocating, advising, affirmatively\n\nsuggesting, or teaching crime, criminal syndicalism, sabotage, the\n\ndoing of any act of physical violence, the destruction of or damage\n\nto any property, the injury to any person, or the commission of any\n\ncrime or unlawful act as a means of accomplishing, effecting or\n\nbringing about any industrial or political ends, or change, or as a\n\nmeans of accomplishing, effecting or bringing about any industrial\n\nor political revolution, or for profit; or who shall openly or at\n\nall attempt to justify by word of mouth or writing the commission or\n\nthe attempt to commit sabotage, any act of physical violence, the\n\ndestruction of or damage to any property, the injury to any person\n\nor the commission of any crime or unlawful act, with the intent to\n\nexemplify, spread or teach or affirmatively suggest criminal\n\nsyndicalism, or who organizes, or helps to organize or becomes a\n\nmember of or voluntarily assembles with any society or assemblage of\n\npersons which teaches, advocates, or affirmatively suggests the\n\ndoctrine of criminal syndicalism, sabotage, or the necessity,\n\npropriety or expediency of doing any act of physical violence or the\n\ncommission of any crime or unlawful act as a means of accomplishing\n\nor effecting any industrial or political ends, change or revolution,\n\nor for profit; shall be guilty of a Class C2 felony offense, and\n\nupon conviction thereof shall be punished by imprisonment as\n\nprovided for in subsections B through F of Section 20M of Title 21\n\nof the Oklahoma Statutes, or by a fine of not less than Five\n\nThousand Dollars ($5,000.00), nor more than Ten Thousand Dollars\n\n($10,000.00), or by both such fine and imprisonment. Provided, that\n\nnone of the provisions of this section shall be construed to modify\n\nor affect Section 166 of Title 40 of the Oklahoma Statutes.\n\nB. Any person on the campuses or school grounds of any public\n\nstate-supported institutions of higher learning or public school\n\nfacilities above the age of eighteen (18) years who advocates\n\nrevolution, teaches or justifies a program of sabotage, force and\n\nviolation, sedition or treason against the government of the United\n\nStates or of this state, or who directly or indirectly advocates or\n\nteaches by any means the overthrow of the government of the United\n\nStates or of this state by force or any unlawful means shall be\n\nguilty of a Class A3 felony offense, and upon conviction shall be\nolution, teaches or justifies a program of sabotage, force and\n\nviolation, sedition or treason against the government of the United\n\nStates or of this state, or who directly or indirectly advocates or\n\nteaches by any means the overthrow of the government of the United\n\nStates or of this state by force or any unlawful means shall be\n\nguilty of a Class A3 felony offense, and upon conviction shall be\n\npunished by imprisonment in the State Penitentiary from ten (10)\n\nyears to life.","path":["OK Code","Title 21"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os21.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"0ace6cd638ca88253d777456fd48d532f2d18515f6215d48b7b4ab31f3ecd991","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-21-21-1326","next":"us-ok/okla.-stat.-tit.-21-21-1328"},"notice":"GroundRules: Original legal text.
