Every party to the claim shall be afforded an opportunity to\n\nappear and be heard and to offer evidence and argument on any issue\n\nrelevant to the claim, and to examine witnesses and offer evidence\n\nin reply to any matter of an evidentiary nature in the record\n\nrelevant to the claim.\n\nB. In a contested case, all parties shall be afforded an\n\nopportunity for hearing after reasonable notice pursuant to\n\nregulations promulgated by the Board. A record of the proceedings\n\nof the hearing in a contested case shall be made and shall be\n\ntranscribed upon request of any party, who shall pay transcription\n\ncosts unless otherwise ordered by the Board.\n\nC.
