Stat. tit. 21, § 21-1550.21","heading":"Definitions","body":"As used in this act:\n\n1. \"Cardholder\" means the person or organization named on the\n\nface of a credit card or a debit card to whom or for whose benefit\n\nthe credit card or debit card is issued;\n\n2. \"Credit card\" means any instrument or device, whether known\n\nas a credit card, credit plate, charge plate or by any other name,\n\nissued with or without fee by an issuer for the use of the\n\ncardholder in obtaining money, goods, services or anything else of\n\nvalue on credit and all such credit cards lawfully issued shall be\n\nconsidered the property of the cardholder or the issuer for all\n\npurposes;\n\n3. \"Debit card\" means any instrument or device, whether known\n\nas a debit card or by any other name, issued with or without fee by\n\nan issuer for the use of the cardholder in depositing, obtaining or\n\ntransferring funds from a consumer banking electronic facility;\n\n4. \"Issuer\" means any person, firm, corporation, financial\n\ninstitution or its duly authorized agent which issues a credit card\n\nor a debit card;\n\n5. \"Receives\" or \"receiving\" means acquiring possession or\n\ncontrol or accepting as security for a loan;\n\n6. \"Reencoder\" means an electronic device that places encoded\n\ninformation from the computer chip, magnetic strip or stripe or\n\nother storage mechanism of a credit card or debit card onto the\n\ncomputer chip, magnetic strip or stripe or other storage mechanism\n\nof a different card;\n\n7. \"Revoked card\" means a credit card or a debit card which is\n\nno longer valid because permission to use it has been suspended or\n\nterminated by the issuer;\n\n8. \"Scanning device\" means a scanner, reader or any other\n\nelectronic device that may be used to access, read, scan, obtain,\n\nmemorize or store, temporarily or permanently, information encoded\n\non the computer chip, magnetic strip or stripe or other storage\n\nmechanism of a credit card or debit card or from another device that\n\ndirectly reads the information from a credit card or debit card; and\n\n9. \"Skimming device\" means a self-contained device that:\n\na. is designed to read and store in the internal memory\n\nof the device information encoded on the computer\n\nchip, magnetic strip or stripe or other storage\n\nmechanism of a credit card or debit card or from\n\nanother device that directly reads the information\n\nfrom a credit card or debit card, and\n\nb. is incapable of processing the credit card or debit\n\ncard information for the purpose of obtaining,\n\npurchasing or receiving goods, services, money or\n\nanything else of value from a person or organization.","path":["OK Code","Title 21"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os21.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"3d4008858448b6cacbf02964938d0c30998216e0481b5079b69e6aba0cf09abd","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-21-21-1550.2","next":"us-ok/okla.-stat.-tit.-21-21-1550.22"},"notice":"GroundRules: Original legal text.
