Stat. tit. 21, § 21-1550.42","heading":"Entities authorized to print identification documents,","body":"cards and certificates - Issuance of certain documents limited to\n\ncitizens, nationals and legal permanent resident aliens.\n\nA. The following entities may create, publish or otherwise\n\nmanufacture an identification document, identification card, or\n\nidentification certificate and may possess an engraved plate or\n\nother such device for the printing of such identification; provided,\n\nthe name of the issuing entity shall be clearly printed upon the\n\nface of the identification:\n\n1. Businesses, companies, corporations, service organizations\n\nand federal, state and local governmental agencies for employee\n\nidentification which is designed to identify the bearer as an\n\nemployee;\n\n2. Businesses, companies, corporations and service\n\norganizations for customer identification which is designed to\n\nidentify the bearer as a customer or member;\n\n3. Federal, state and local government agencies for purposes\n\nauthorized or required by law or any legitimate purpose consistent\n\nwith the duties of such an agency, including, but not limited to,\n\nvoter identification cards, driver licenses, nondriver\n\nidentification cards, passports, birth certificates and social\n\nsecurity cards;\n\n4. Any public school or state or private educational\n\ninstitution, as defined by Sections 1-106, 21-101 or 3102 of Title\n\n70 of the Oklahoma Statutes, to identify the bearer as an\n\nadministrator, faculty member, student or employee;\n\n5. Any professional organization or labor union to identify the\n\nbearer as a member of the professional organization or labor union;\n\nand\n\n6. Businesses, companies or corporations which manufacture\n\nmedical-alert identification for the wearer thereof.\n\nB. All identification documents as provided for in paragraph 3\n\nor 4 of subsection A of this section shall be issued only to United\n\nStates citizens, nationals and legal permanent resident aliens.\n\nC. The provisions of subsection B of this section shall not\n\napply when an applicant presents, in person, valid documentary\n\nevidence of:\n\n1. A valid, unexpired immigrant or nonimmigrant visa status for\n\nadmission into the United States;\n\n2. A pending or approved application for asylum in the United\n\nStates;\n\n3. Admission into the United States in refugee status;\n\n4. A pending or approved application for temporary protected\n\nstatus in the United States;\n\n5. Approved deferred action status; or\n\n6. A pending application for adjustment of status to legal\n\npermanent residence status or conditional resident status.\n\nUpon approval, the applicant may be issued an identification\n\ndocument provided for in paragraph 3 or 4 of subsection A of this\n\nsection. Such identification document shall be valid only during\n\nthe period of time of the authorized stay of the applicant in the\n\nUnited States or, if there is no definite end to the period of\n\nauthorized stay, a period of one (1) year. Any identification\n\ndocument issued pursuant to the provisions of this subsection shall\n\nclearly indicate that it is temporary and shall state the date that\n\nthe identification document expires. Such identification document\n\nmay be renewed only upon presentation of valid documentary evidence\n\nthat the status by which the applicant qualified for the\n\nidentification document has been extended by the United States\n\nCitizenship and Immigration Services or other authorized agency of\n\nthe United States Department of Homeland Security.\n\nD. The provisions of subsection B of this section shall not\n\napply to an identification document described in paragraph 4 of\n\nsubsection A of this section that is only valid for use on the\n\ncampus or facility of that educational institution and includes a\n\nstatement of such restricted validity clearly and conspicuously\n\nprinted upon the face of the identification document.\n\nE. Any driver license issued to a person who is not a United\n\nStates citizen, national or legal permanent resident alien for which\nin paragraph 4 of\n\nsubsection A of this section that is only valid for use on the\n\ncampus or facility of that educational institution and includes a\n\nstatement of such restricted validity clearly and conspicuously\n\nprinted upon the face of the identification document.\n\nE. Any driver license issued to a person who is not a United\n\nStates citizen, national or legal permanent resident alien for which\n\nan application has been made for renewal, duplication or reissuance\n\nshall be presumed to have been issued in accordance with the\n\nprovisions of subsection C of this section; provided that, at the\n\ntime the application is made, the driver license has not expired, or\n\nbeen cancelled, suspended or revoked. The requirements of\n\nsubsection C of this section shall apply, however, to a renewal,\n\nduplication or reissuance if the Department of Public Safety is\n\nnotified by a local, state or federal government agency of\n\ninformation in the possession of the agency indicating a reasonable\n\nsuspicion that the individual seeking such renewal, duplication or\n\nreissuance is present in the United States in violation of law.
