Stat. tit. 21, § 21-1562","heading":"Forgery of public securities","body":"Every person who, with intent to defraud, forges, counterfeits,\n\nor falsely alters:\n\n1st. Any certificate or other public security, issued or\n\npurporting to have been issued under the authority of this state, by\n\nvirtue of any law thereof, by which certificate or other public\n\nsecurity, the payment of any money absolutely or upon any\n\ncontingency is promised, or the receipt of any money or property\n\nacknowledged; or\n\n2nd. Any certificate of any share, right or interest in any\n\npublic stock created by virtue of any law of this state, issued or\n\npurporting to have been issued by any public officer, or any other\n\nevidence of any debt or liability, of the people of this State,\n\neither absolute or contingent, issued or purporting to have been\n\nissued by any public officer; or,\n\n3rd.
