Stat. tit. 21, § 21-1767.5","heading":"Possession, manufacture, storage, or use of explosive","body":"without permit.\n\nA. Any person who shall possess, manufacture, store, or use any\n\nexplosive, as defined in Section 121.1 of Title 63 of the Oklahoma\n\nStatutes, without having in the possession of the person a permit,\n\nor a copy thereof, issued pursuant to the Oklahoma Explosives and\n\nBlasting Regulation Act, shall be deemed guilty of a misdemeanor.\n\nB. This section shall not be construed to:\n\n1. Apply to any person or activity expressly exempted from the\n\nOklahoma Explosives and Blasting Regulation Act;\n\n2. Apply to, or repeal any laws pertaining to, the acts of\n\nmischief of juveniles involving noninjurious firecrackers or devices\n\ncommonly called \"stink bombs\";\n\n3. Apply to explosives while in transit in, into, or through\n\nthis state, if the operator of the vehicle transporting the\n\nexplosives carries in the vehicle the shipping papers required by 49\n\nC.F.R., Section 172.200 et seq., and displays such papers to any law\n\nenforcement officer upon request;\n\n4. Apply to any person who may possess, store or use gunpowder\n\nin a quantity reasonably calculated to be necessary for hunting or\n\nshooting purposes; or\n\n5.
