There is hereby re-created, to continue until June 1, 2026,\n\nthe Oklahoma Organized Retail Crime Task Force. The purpose of the\n\ntask force shall be to provide the Legislature and the Governor with\n\ninformation on organized retail crime and the advantages and\n\ndrawbacks of instituting various countermeasures to counter losses\n\nfrom retail theft in the state.\n\nB. The task force shall consist of fifteen (15) members as\n\nfollows:\n\n1. Three members, appointed by the Governor, one of whom shall\n\nbe an individual who represents state or local law enforcement;\n\n2. Two members appointed by the President Pro Tempore of the\n\nOklahoma State Senate;\n\n3. Two members appointed by the Speaker of the Oklahoma House\n\nof Representatives;\n\n4. One member appointed by the District Attorneys Council;\n\n5. One member appointed by the Oklahoma Retail Merchants\n\nAssociation;\n\n6. One member appointed by the State Chamber;\n\n7. One member appointed by the Oklahoma Sheriffs’ Association;\n\n8. One member appointed by the Oklahoma Association of Chiefs\n\nof Police;\n\n9. One member appointed by the Attorney General;\n\n10. One member from the Convenience Distributors of Oklahoma;\n\nand\n\n11. One member from the Oklahoma Grocers Association.\n\nC. Quorum for official business of the task force shall be\n\neight members. A chairperson and a vice chairperson shall be\n\nelected by a majority vote of the members of the task force.\n\nD. Members who were serving on the task force as of December\n\n31, 2024, shall automatically be on the Oklahoma Organized Retail\n\nCrime Task Force. Appointed members shall, to the greatest extent\n\npracticable, have by education or experience, knowledge of organized\n\nretail theft. The chair shall hold the first meeting of the task\n\nforce no later than ninety (90) days after June 6, 2023. Any\n\nvacancies in the membership of the task force shall be filled in the\n\nsame manner provided for in the initial appointment.\n\nE. The members of the task force shall receive no compensation\n\nbut shall receive travel reimbursement for necessary travel expenses\n\nincurred in the performance of their duties in accordance with the\n\nState Travel Reimbursement Act. The task force shall be staffed by\n\nthe Office of the Attorney General.\n\nF. The task force may consult with any organization, government\n\nentity, or person in the development of its report required pursuant\n\nto the provisions of subsection G of this section.\n\nG. On or before December 31, 2025, the task force shall\n\nelectronically submit to the Governor, the President Pro Tempore of\n\nthe Senate, the Speaker of the House of Representatives, and the\n\nchairs of the House and Senate committees that oversee public\n\nsafety, a report containing, but not limited to, the following\n\ninformation based on available data:\n\n1. A review of laws and regulations on organized retail crime\n\nused by other states, the federal government, and foreign countries\n\nto regulate the marketplace;\n\n2. The use of organized retail theft’s impact on state and\n\nlocal tax receipts;\n\n3. The need for interagency coordination of public education\n\nand outreach and prevention programs for business owners; and\n\n4. Legislative and regulatory recommendations, if any, to\n\nincrease transparency and security, enhance consumer protections,\n\nprevent organized retail theft, and to address the long-term\n\neconomic impact related to the prevalence of organized retail crime.\n\nH. The Office of the Attorney General may employ, either\n\ndirectly or through memorandums of understanding or cross-\n\ndeputization agreements, persons to serve as Oklahoma Organized\n\nRetail Crime Task Force officers whose primary responsibility shall\n\nbe to prevent, respond to, investigate, and prosecute criminal\n\nviolations related to organized retail crime.","path":["OK Code","Title 21"],"source_url":"https://www.oklegislature.gov/OK_Statutes/CompleteTitles/os21.pdf","current_through":"2026-08-14","vintage":"open-us-law v2026.08, retrieved 2026-09-14","retrieved_at":"2026-09-14T18:32:36Z","sha256":"55a82f6a4d01785f6361a370ae1afa1b3f7c5a8dbb64eafe94a6e79050ff5129","source_id":"us-ok","stale":false,"prev":"us-ok/okla.-stat.-tit.-21-21-22","next":"us-ok/okla.-stat.-tit.-21-21-24"},"notice":"GroundRules: Original legal text.
