Stat. tit. 22, § 22-1082","heading":"Court costs and expenses of representation","body":"If the applicant is unable to pay court costs and expenses of\n\nrepresentation, he shall include an affidavit to that effect with\n\nthe application, which shall then be filed without costs. Counsel\n\nnecessary in representation shall be made available to the applicant\n\nafter filing the application on a finding by the court that such\n\nassistance is necessary to provide a fair determination of\n\nmeritorious claims.
