Stat. tit. 22, § 22-1094","heading":"Oklahoma State Council for Interstate Adult Offender","body":"Supervision.\n\nA. There is hereby created the Oklahoma State Council for\n\nInterstate Adult Offender Supervision in accordance with Article IV\n\nof the Interstate Compact for Adult Offender Supervision. The State\n\nCouncil shall consist of the compact administrator who shall be a\n\nnonvoting member, the Executive Coordinator or designee of the\n\nDistrict Attorneys Council, the Executive Director or designee of\n\nthe Oklahoma Indigent Defense System and the Administrative Director\n\nof the Courts or designee, and five appointed members who, except\n\nfor the initial appointments, shall be appointed for three-year\n\nterms. The members appointed to initial terms shall serve staggered\n\nterms as prescribed in this section. Terms of office shall expire\n\non June 30. Members may be reappointed as deemed appropriate by the\n\nappointing authority. Members may be removed by the appointing\n\nauthority for incompetence, willful neglect of duty, corruption in\n\noffice, or malfeasance in office. Vacancies shall be filled in the\n\nsame manner as the original appointment. The members of the Council\n\nshall not be subject to the dual office holding prohibitions set\n\nforth in Section 6 of Title 51 of the Oklahoma Statutes. The\n\nmembers shall be appointed as follows:\n\n1. One member of the Senate, who shall serve an initial term of\n\nthree (3) years, who shall be appointed by the President Pro\n\nTempore;\n\n2. One member of the House of Representatives, who shall serve\n\nan initial term of three (3) years, who shall be appointed by the\n\nSpeaker of the House of Representatives;\n\n3. One member of the judiciary who shall be a district judge\n\nwith experience in criminal proceedings, who shall serve an initial\n\nterm of two (2) years, to be appointed by the Presiding Judge of the\n\nCourt of Criminal Appeals;\n\n4. One member of the Pardon and Parole Board, who shall serve\n\nan initial term of two (2) years, who shall be appointed by the\n\nGovernor with the advice and consent of the Senate; and\n\n5. One member who represents a crime victims advocacy group,\n\nwho shall serve an initial term of one (1) year, to be appointed by\n\nthe Governor.\n\nB. The members of the State Council shall elect from their\n\nmembership a chair and vice chair to serve for one (1) year terms.\n\nA majority of the members shall constitute a quorum for the purpose\n\nof conducting the business of the Council. The Council shall meet\n\nat least annually and at the call of the chair.\n\nC. The Council shall comply with the Oklahoma Open Meeting Act,\n\nthe Oklahoma Open Records Act, and the Administrative Procedures\n\nAct.\n\nD. Members of the Council, except the compact administrator,\n\nshall serve without compensation but shall be reimbursed by their\n\nappointing authorities for expenses incurred in the performance of\n\ntheir duties as provided in the State Travel Reimbursement Act until\n\nthe Council is funded.\n\nE. The Council shall oversee and administer this state’s\n\nparticipation in the Compact. The Council may promulgate rules to\n\nimplement operations and procedures necessary for administration of\n\nthe compact.\n\nF. Until the Compact becomes effective upon its adoption by\n\nthirty-five states, the Council may select a person who is employed\n\nby a state agency, subject to the assent of the administrative head\n\nof the agency, to serve as the compact administrator. The agency\n\nthat employs the compact administrator shall pay the salary of the\n\ncompact administrator and any expenses the compact administrator\n\nincurs in fulfilling duties related to the Compact. The Council and\n\nthe administrative head of the agency shall determine what portion\n\nof the employee’s time shall be devoted to Compact activities. The\n\ncompact administrator shall serve as this state’s commissioner on\n\nthe Interstate Commission for Adult Offender Supervision. In the\n\nevent the compact administrator cannot attend a meeting of the\nincurs in fulfilling duties related to the Compact. The Council and\n\nthe administrative head of the agency shall determine what portion\n\nof the employee’s time shall be devoted to Compact activities. The\n\ncompact administrator shall serve as this state’s commissioner on\n\nthe Interstate Commission for Adult Offender Supervision.
