Upon issuing a citation other than a traffic citation as\n\nprovided for in Section 1114.3 of this title, that is required to be\n\nfiled in district court, the arresting Highway Patrol officer or the\n\nDepartment of Public Safety shall deliver or forward the “Complaint\n\nInformation” or “Abstract of Court Record” of the citation, in\n\nelectronic or written format:\n\n1. To the district court clerk without the endorsement of the\n\ndistrict attorney or an assistant district attorney. It shall be\n\nthe duty of the district court clerk to deliver the “Complaint\n\nInformation” to the district attorney who shall endorse or decline\n\nand file the “Complaint Information” with the district court clerk;\n\nor\n\n2. To the district attorney, if the Highway Patrol officer has\n\nissued a citation which could result in the district attorney filing\n\nan information. The district attorney shall endorse or decline and\n\nfile both parts of the citation with the district court clerk.\n\nB. Upon receipt of a citation by the district court clerk, the\n\ndistrict court clerk shall deliver the original “Complaint\n\nInformation” to the district attorney. The district court clerk’s\n\noffice shall maintain the “Abstract of Court Record” part of the\n\ncitation until the final disposition of the case.\n\nC. After final disposition of the case by the district\n\nattorney, including a case which is declined, the district court\n\nclerk shall clearly mark the “Abstract of Court Record” part of the\n\ncitation with the disposition information of the case and forward\n\nthe “Abstract of Court Record” to the Department of Public Safety,\n\nin the same manner as for a traffic citation as prescribed in\n\nSection 18-101 of Title 47 of the Oklahoma Statutes. The “Abstract\n\nof Court Record” part of the citation shall not be obscured by any\n\nofficial stamp of the district court or the district court clerk’s\n\noffice.\n\nD. Forwarding of the “Abstract of Court Record” part of a\n\ncitation by electronic means to the Department of Public Safety\n\nshall be allowable in a manner and format approved by the\n\nDepartment.\n\nE. A citation that is certified by the arresting Highway Patrol\n\nofficer, the district attorney or an assistant district attorney\n\nshall constitute an information against the person arrested and\n\nserved with a citation.\n\nF. For purposes of this section, “endorsement by the district\n\nattorney” and “filing with the court clerk” may be accomplished by\n\nelectronic means using any method approved for electronic filing in\n\nthe courts of this state.
