The Indigent Defense System shall have the responsibility of\n\ndefending all indigents, as determined in accordance with the\n\nprovisions of the Indigent Defense Act in all capital and felony\n\ncases and in all misdemeanor and traffic cases punishable by\n\nincarceration. In addition, the System shall have the\n\nresponsibility of defending all indigent juveniles, as determined in\n\naccordance with the provisions of the Indigent Defense Act, in\n\njuvenile delinquency proceedings, adult certification proceedings,\n\nreverse certification proceedings, youthful offender proceedings,\n\nand any other cases pursuant to the Oklahoma Juvenile Code, other\n\nthan mental health cases, in-need-of-supervision proceedings, and\n\nany other juvenile proceedings that are civil in nature.\n\nB. Upon prior approval by the Executive Director, the System\n\nmay also represent indigents in other state proceedings, if such\n\nrepresentation is related to the case for which the original\n\nappointment of the System was made and if not otherwise prohibited\n\nby the Indigent Defense Act.\n\nC. The Executive Director may select attorneys to handle\n\nindigent criminal cases from a list of attorneys who have agreed to\n\naccept assignments of such cases, who provide proof of professional\n\nliability insurance coverage, and who meet the qualifications\n\nestablished by the System for such assignments. Payment to such\n\nattorneys shall be made from the budget of the System.\n\nD.
