The System shall represent indigents in proceedings for\n\npostconviction relief in all capital cases.\n\nB. In noncapital cases, the System shall not be appointed to\n\nrepresent indigents in proceedings for postconviction relief;\n\nprovided, however, the System may represent indigents in\n\npostconviction proceedings if the representation is related to\n\nanother pending case in which the System has been appointed, or the\n\nproceeding is necessary to obtain an appeal out of time on behalf of\n\na System client in a case to which the System has been properly\n\nappointed.\n\nC. No attorney employed by the System or providing legal\n\nservices for the System pursuant to contract shall be required to\n\nappear in the district courts of this state on issues of appellate\n\ncounsel appointment and requests for exhibits, records and\n\ntranscripts.\n\nD. After a mandate has been issued by the Oklahoma Court of\n\nCriminal Appeals in any case on direct appeal, the System is\n\nprohibited from appealing that case in any further proceedings in\n\neither a state or federal court, except in capital cases and in\n\ncases provided for in subsection B of this section.
