Beginning November 1, 2021, the District Attorneys Council\n\nis hereby authorized to develop and administer a five-year\n\nrestorative justice pilot program that shall utilize citizen-led\n\nmediation panels. The purpose of the program shall be to divert\n\noffenders from the traditional prosecution model through use of a\n\ndeferred prosecution agreement, while utilizing evidence-based\n\npractices and techniques to create a community-based restorative\n\njustice program that focus on the rehabilitation of offenders\n\nthrough reconciliation with victims and the community at large.\n\nB. For purposes of this section, the term \"restorative justice\n\nprogram\" is defined as an alternative means to the traditional\n\ncriminal justice model for qualifying nonviolent offenses. The\n\nrestorative justice program under the provisions of this section\n\nshould seek to have offenders take responsibility for their actions,\n\nunderstand the harms they have committed and provide an opportunity\n\nfor offenders to make amends with the victims, themselves and their\n\ncommunities.\n\nC.
