Stat. tit. 22, § 22-346","heading":"Reports of investigations of public offices or","body":"institutions.\n\nIn addition to any indictments or accusations that may be\n\nreturned, the grand jury, in their discretion, may make formal\n\nwritten reports as to the condition and operation of any public\n\noffice or public institution investigated by them. No such report\n\nshall charge any public officer, or other person with willful\n\nmisconduct or malfeasance, nor reflect on the management of any\n\npublic office as being willful and corrupt misconduct.
