When making a sentencing decision concerning a person who is\n\na veteran, the court may consider as a mitigating factor that the\n\nperson has been diagnosed as suffering from posttraumatic stress\n\ndisorder resulting from his or her military service.\n\nB. The defendant shall provide to the court documentary\n\nevidence that the defendant:\n\n1. Has served in the Armed Forces of the United States of\n\nAmerica in a combat zone, as defined in Section 112 of the Federal\n\nInternal Revenue Code of 1986. Proof of such service shall consist\n\nof a certification by the Director of the Department of Veterans\n\nAffairs; and\n\n2. Has been diagnosed with a posttraumatic stress disorder\n\nconnected to his or her service in the Armed Forces of the United\n\nStates of America.\n\nC.
