Each community sentencing planning council shall:\n\n1. Plan the local community sentencing system within allocated\n\nfunds and other available resources according to the provisions of\n\nthe law and with the assistance of the Community Sentencing Division\n\nof the Department of Corrections;\n\n2. Promulgate rules for functioning of the planning council\n\nwhich are consistent with the provisions of this act;\n\n3. Prepare a detailed plan within the provisions of law and\n\nrule each fiscal year with an accompanying budget for the local\n\ncommunity sentencing system;\n\n4. Identify local resources by type, cost and location which\n\nare available to serve the court for eligible offenders sentenced to\n\nthe community;\n\n5. Identify qualified service providers to deliver services to\n\nthe court for eligible offenders sentenced to the community;\n\n6. Assist in monitoring the sentencing practices of the court\n\nto ensure the local community sentencing system functions within the\n\nallocation of resources and according to the provisions of this act;\n\n7. Assist in preparing information necessary for qualified\n\nservices to support the local community sentencing system plan as\n\nprovided in Section 988.7 of this title;\n\n8. Identify and advocate the use of interlocal governmental\n\nagreements for qualified services where services are not available\n\nwithin the jurisdiction or where services may be delivered in a more\n\ncost-effective manner by another jurisdiction;\n\n9. Form multicounty systems as may be necessary to conserve\n\nstate or local resources or to implement an appropriate range of\n\nservices to the court;\n\n10. Review and recommend services for cost-effectiveness and\n\nperformance-based evaluation;\n\n11. Identify various sources of funding and resources for the\n\nlocal community sentencing system including a variety of free\n\nservices available to the court;\n\n12. Assist in developing public/private partnerships in the\n\nlocal jurisdiction, reciprocal agreements, and interagency\n\ncooperation and collaboration to provide appropriate services and\n\nsupport to the system; and\n\n13. Assist in promoting local involvement and support for the\n\nprovisions of the Oklahoma Community Sentencing Act.\n\nB. Each community sentencing planning council may employ a\n\nlocal director and other personnel to perform the duties of the\n\nlocal community sentencing system, subject to the availability of\n\nfunds.
