Whether or not a complaint has been filed under the\n\nprovisions of Section 1502 or 1704 of this title, may refer a matter\n\ninvolving discrimination because of race, color, religion, sex,\n\nnational origin, age, disability, or genetic information to a local\n\ncommission for investigation, study, and report; and\n\n2. May refer a complaint alleging a violation of Section 1101\n\net seq. of this title to a local commission for:\n\na. investigation,\n\nb. determination whether there is reasonable cause to\n\nbelieve that the respondent has engaged in a\n\ndiscriminatory practice, or\n\nc. assistance in eliminating a discriminatory practice by\n\nconference, conciliation, or persuasion.\n\nB.
