This act shall be known and may be cited as the \"Parents'\n\nBill of Rights\".\n\nB. This state, any political subdivision of this state or any\n\nother governmental entity shall not infringe on the fundamental\n\nright of parents to direct the upbringing, education, health care\n\nand mental health of their children without demonstrating that the\n\ncompelling governmental interest as applied to the child involved is\n\nof the highest order, is narrowly tailored and is not otherwise\n\nserved by a less restrictive means.\n\nC.
