The Legislature finds that the United States Census Bureau\n\nhas initiated a number of reform efforts related to the means by\n\nwhich information is compiled, analyzed and reported by the Bureau,\n\nincluding changes in the terminology used by the Bureau to describe\n\nthe methods by which data is compiled, analyzed and reported. The\n\nLegislature finds that numerous statutory provisions make direct or\n\nindirect reference to the United States Census or to the United\n\nStates Census Bureau and to the information which is compiled and\n\nreported by the Bureau. The Legislature finds that there is a need\n\nto allow for flexible interpretation of statutory provisions based\n\nupon changes in terminology used by the United States Census Bureau.\n\nPeriodic changes in terminology or methodology with respect to\n\ndemographic and economic data gathered by the federal government\n\nshould not require frequent amendments to state statutory\n\nprovisions. The Legislature finds that it is desirable public\n\npolicy and in the interest of established principles of statutory\n\nconstruction to enact the provisions of this section due to the need\n\nfor consistent interpretation of statutory provisions which rely for\n\noperative effect upon specific information, such as population.\n\nB. Unless a statutory provision relies for its operative effect\n\non a population count contained in a Federal Decennial Census or a\n\npopulation count determined by using data from the United States\n\nCensus Bureau, a reference in the Oklahoma Statutes to the “census”,\n\nthe “Federal Decennial Census” or other similar reference shall\n\ninclude any applicable means or method used by the United States\n\nCensus Bureau to report demographic or economic information.\n\nC.
