Stat. tit. 26, § 26-1-108","heading":"Formation of new political parties","body":"A group of persons may form a recognized political party at any\n\ntime except during the period between March 1 and November 15 of any\n\neven-numbered year if the following procedure is observed:\n\n1. Notice of intent to form a recognized political party must\n\nbe filed in writing with the Secretary of the State Election Board\n\nat any time except during the period between March 1 and November 15\n\nof any even-numbered year;\n\n2. After such notice is filed, petitions seeking recognition of\n\na political party, in a form to be prescribed by the Secretary of\n\nthe State Election Board, shall be filed with such Secretary,\n\nbearing the signatures of registered voters equal to at least three\n\npercent (3%) of the total votes cast in the last General Election\n\nfor Governor. Each page of such petitions must contain the names of\n\nregistered voters from a single county. Petitions may be circulated\n\na maximum of one (1) year after notice is filed, provided that\n\npetitions shall be filed with the Secretary no later than March 1 of\n\nan even-numbered year. Such petitions shall not be circulated\n\nbetween March 1 and November 15 of any even-numbered year; and\n\n3. Within thirty (30) days after receipt of such petitions, the\n\nState Election Board shall determine the sufficiency of such\n\npetitions.
