Such proclamation shall contain the following facts:\n\n1. A filing period of three (3) days, on a Monday, Tuesday and\n\nWednesday not less than ten (10) days from the date of such\n\nproclamation;\n\n2. The date of the Special Primary Election, not less than\n\nthirty (30) days after the close of the filing period;\n\n3. The date of the Special Runoff Primary Election, not less\n\nthan twenty (20) days after the date of the Special Primary\n\nElection;\n\n4. The date of the Special General Election, not less than\n\ntwenty (20) days after the date of the Special Runoff Primary\n\nElection; and\n\n5. a. In the event a Special Primary Election is not\n\nnecessary, the Special General Election shall be moved\n\nto the date of the Special Primary Election.\n\nb. In the event a Special Primary Election is held, but a\n\nSpecial Runoff Primary Election is not necessary, the\n\nSpecial General Election shall be moved to the date of\n\nthe Special Runoff Primary Election.\n\nB. The election dates contained in the proclamation shall be\n\nlimited to the election dates provided in Section 3-101 of this\n\ntitle.\n\nC.
