All municipal elections shall be held at the same place and\n\nin the same manner prescribed for conduct of state and county\n\nelections unless otherwise provided by law.\n\nB. A municipality may adopt an ordinance requiring its\n\nelections to be partisan. If such an ordinance is adopted, a\n\nmunicipality shall notify the county election board that its\n\nelection is to be partisan in its resolution calling for an\n\nelection. If a municipality fails to notify the county election\n\nboard that its election will be on a partisan basis in the\n\nresolution calling for an election, then the municipal election\n\nshall be on a nonpartisan basis. Provided, any municipality which\n\nis governed by a charter may provide otherwise by charter or\n\nordinance.\n\nC. All precincts totally or partially contained within the\n\nlimits of a municipality shall be open for all elections held by\n\nsuch municipality; provided, however, that a municipality may\n\nauthorize any precinct which is only partially contained within the\n\nlimits of the municipality not to be opened by certifying to the\n\ncounty election board in its resolution calling for an election that\n\nno persons reside within that portion of the precinct contained\n\nwithin the limits of the municipality. Polling places shall be open\n\nfrom 7:00 a.m. until 7:00 p.m. Precinct officials shall be the same\n\nas for state and county elections; provided, however, that\n\nsubstitutions, if necessary, shall be made by the secretary of the\n\ncounty election board.\n\nD. Except as otherwise provided by law, the laws governing\n\nstate and county Primary and General Elections shall be applicable\n\nto all municipal elections.\n\nE.
