Neither a notary public nor an agent working on behalf of a\n\nnotary public shall be authorized to:\n\n1. Request absentee ballots on behalf of a voter other than\n\nhimself or herself;\n\n2. Assist a voter in requesting absentee ballots, other than\n\nfor himself or herself or a member of his or her household;\n\n3. Receive by mail an absentee ballot on behalf of a voter,\n\nother than for himself or herself or a member of his or her\n\nhousehold; or\n\n4. Submit a completed absentee ballot on behalf of a voter\n\nother than for himself or herself.\n\nB. A notary public shall maintain a log of all absentee ballot\n\naffidavits that he or she notarizes for a period of at least two (2)\n\nyears after the date of the election.\n\nC. 1. A notary public shall be authorized to notarize a\n\nmaximum of twenty absentee ballot affidavits for a single election,\n\nexcept as provided in paragraphs 2 and 3 of this subsection.\n\n2. A notary public may be authorized to notarize more than\n\ntwenty absentee ballot affidavits at a single election with the\n\nwritten approval of the secretary of the county election board.\n\nSuch approval shall apply for affidavits notarized within the county\n\nserved by the county election board secretary.\n\n3. The limitation required by this subsection shall not apply\n\nto the notarizing of absentee ballot affidavits at the place of\n\nbusiness of a notary public that is open to the general public\n\nduring the normal business hours of the notary public.\n\nD. 1. If more than ten absentee ballots for a single election\n\nare requested to be mailed to a single mailing address, the\n\nsecretary of the county election board shall immediately notify the\n\ndistrict attorney for that county and the Secretary of the State\n\nElection Board.\n\n2. Upon receipt of such notification, the district attorney, or\n\na member of law enforcement designated by the district attorney,\n\nshall investigate any possible criminal violation of the law related\n\nto the absentee ballot requests.\n\n3. Provided, this notification requirement shall not apply to\n\nrequests for absentee ballots to be sent to the addresses of nursing\n\nhomes, veterans centers, medical facilities, multiunit housing,\n\ninstallations of the Armed Forces of the United States where\n\nuniformed or overseas voters, as defined by the Uniformed and\n\nOverseas Citizens Absentee Voting Act, are stationed or other\n\nlocations authorized in writing by the Secretary of the State\n\nElection Board.\n\nE.
