A voter who receives an absentee ballot pursuant to\n\nSection 14-110.1 of this title shall be responsible for marking the\n\nballot or directing a person chosen by the voter to mark the ballot\n\nin accordance with the provisions of Section 7-123.3 of this title\n\nand as prescribed by the Secretary of the State Election Board;\n\n2. The voter or person chosen by the voter shall seal the\n\nballot in the plain opaque envelope;\n\n3. The voter shall fill out completely and sign the affidavit\n\nor direct a person chosen by the voter to fill out completely and\n\nsign the voter’s name on the affidavit. The name and address of\n\nresidence of the person chosen by the voter shall be printed on the\n\naffidavit;\n\n4. The signature of the voter or person chosen by the voter\n\nshall be witnessed by two persons, who did not sign the affidavit on\n\nbehalf of the voter, whose printed names, signatures, and addresses\n\nof residence shall appear on the affidavit; and\n\n5. The voter or person chosen by the voter shall seal the plain\n\nopaque envelope inside the envelope bearing the affidavit and return\n\nboth envelopes, sealed inside the return envelope, in the same\n\nmanner described in Section 14-108 of this title.\n\nB. No person, except members of absentee voting boards, shall\n\nwitness the signature of more than five affidavits of persons who\n\nswear they are physically incapacitated and unable to vote in person\n\nat their precinct on election day.
