Stat. tit. 26, § 26-14-115","heading":"Elector confined to nursing facility or veterans center","body":"within county - Procedures.\n\nA. If the secretary of a county election board receives a\n\nrequest from an incapacitated elector confined to a nursing\n\nfacility, as defined in Section 1-1902 of Title 63 of the Oklahoma\n\nStatutes, or a State Veterans Home established pursuant to Title 72\n\nof the Oklahoma Statutes within the county of the jurisdiction of\n\nthe secretary, and such request satisfies the requirements for\n\nmatching of name, birth date, and identification number established\n\npursuant to Section 14-105 of this title, the secretary shall cause\n\nto be implemented the following procedures:\n\n1. On any day following the deadline to request an absentee\n\nballot as provided in Section 14-103 of this title, but prior to the\n\ndate of the election, the absentee voting board shall deliver to\n\neach registered voter who is confined to a nursing facility, as\n\ndefined in Section 1-1902 of Title 63 of the Oklahoma Statutes, or a\n\nState Veterans Home established pursuant to Title 72 of the Oklahoma\n\nStatutes and who requested ballots for an incapacitated voter the\n\nballots and materials as may be necessary to vote same.\n\n2. The voter must mark the ballots in the manner hereinbefore\n\nprovided in the presence of the absentee voting board, but in such a\n\nmanner as to make it impossible for any person other than the voter\n\nto ascertain how the ballots are marked. Insofar as is possible,\n\nthe voting procedure shall be the same as if the voter were casting\n\na vote in person at a precinct.\n\n3. The voter shall then seal the ballots in the plain opaque\n\nenvelope and shall seal the plain opaque envelope in the envelope\n\nbearing an affidavit. The voter must complete the affidavit, and\n\nthe signature of the voter on same must be witnessed by both members\n\nof the absentee voting board.\n\n4. The envelope bearing an affidavit then must be sealed in the\n\nreturn envelope, which shall be returned by the absentee voting\n\nboard to the secretary of the county election board on the same day\n\nthe affidavit was executed.\n\n5. Ballots cast in such manner shall be counted in the same\n\nmanner as regular mail absentee ballots.\n\nB. The voter may request the assistance of the absentee voting\n\nboard members to mark a ballot, complete the affidavit or seal the\n\nenvelopes as described in this section.\n\nC. 1. An administrator or employee of a nursing facility or\n\nState Veterans Home who attempts to coerce or influence the vote of\n\na person residing in or confined to that facility shall be deemed to\n\nbe in violation of Section 16-109 of this title.\n\n2.
