A registered voter who swears or affirms that the voter\n\nis physically unable to vote in person at the voter's precinct on\n\nthe day of the election because the voter is a blind person, as\n\ndefined by Section 72 of Title 7 of the Oklahoma Statutes, may\n\nrequest that an accessible absentee ballot be delivered to the voter\n\nelectronically in a manner prescribed by the Secretary of the State\n\nElection Board. A system for electronic delivery of absentee\n\nballots to voters who are blind persons may include the same or\n\nsimilar requirements as the electronic delivery system authorized\n\nfor uniformed services voters as set forth in Section 14-118 of\n\nTitle 26 of the Oklahoma Statutes.\n\n2. An accessible absentee voting packet for voters who are\n\nblind persons, which shall include all necessary materials except\n\nthe absentee ballot, shall be prescribed by the Secretary of the\n\nState Election Board. The accessible absentee voting packet may be\n\ndelivered to the voter by United States mail or electronically.\n\nB. 1. The electronic delivery system may provide the voter the\n\nopportunity to use the voter's personal computer to mark an\n\naccessible absentee ballot privately and independently and then\n\nprint the marked ballot.\n\n2. The absentee ballot shall be accompanied by an absentee\n\nballot affidavit, which shall be executed in the same manner as\n\nprovided for affidavits in Section 14-113.2 of Title 26 of the\n\nOklahoma Statutes.\n\n3. The voter shall return the absentee ballot and executed\n\naffidavit to the secretary of the county election board in the same\n\nmanner provided in Section 14-113.2 of Title 26 of the Oklahoma\n\nStatutes. Nothing in this section shall allow for an absentee\n\nballot to be returned to the county election board electronically,\n\nand no absentee ballot returned electronically shall be eligible to\n\nbe counted by a county election board.\n\nC. A registered voter who is a blind person, as defined by\n\nSection 72 of Title 7 of the Oklahoma Statutes, may choose to\n\nrequest the assistance of another person to complete any\n\nrequirements of this section, as provided in Section 7-123.3 of\n\nTitle 26 of the Oklahoma Statutes.\n\nD. Upon return of an absentee ballot described in this section,\n\nthe secretary of the county election board shall cause it to be\n\nprocessed in the same manner as prescribed by law for other absentee\n\nballots.\n\nE. Any person who is not qualified for the electronic delivery\n\nof an absentee ballot as provided in this section, but who applies\n\nfor an absentee ballot described in this section, shall be deemed\n\nguilty of a felony as provided in Section 16-102.2 of Title 26 of\n\nthe Oklahoma Statutes.\n\nF.
