On the day of the election at such time as the secretary of\n\nthe county election board may prescribe, the county election board\n\nshall meet at the county courthouse or at the offices of the county\n\nelection board if located elsewhere to count absentee ballots in the\n\nfollowing manner:\n\nThe ballot box containing the plain opaque envelopes shall be\n\nshaken to mix the envelopes, after which the box shall be opened,\n\nthe envelopes removed, and the ballots counted by a voting device\n\nassigned to count absentee ballots and operated by persons appointed\n\nby the secretary of the county election board.\n\nB. The procedure described in this section shall be repeated as\n\nis necessary until all ballots have been counted. In no event shall\n\nfewer than twelve ballots be counted at any time, unless fewer than\n\ntwelve ballots are received in total or after the first count is\n\nmade. The results of the absentee ballots shall not be printed,\n\nmade known to any person nor announced earlier than 7:00 p.m. on the\n\nday of the election.\n\nC. 1. Upon written approval by the Secretary of the State\n\nElection Board, the county election board may begin the process of\n\ncounting absentee ballots as described in this section on a date\n\nearlier than the day of the election. The results of the absentee\n\nballots shall not be printed, made known to any person nor announced\n\nearlier than 7:00 p.m. on the day of the election.\n\n2. When the counting of absentee ballots occurs on a date prior\n\nto the day of the election, the county election board shall, without\n\nobtaining a printout of results, remove the election results storage\n\nmedia from the voting device and seal ballots counted that day in a\n\ntransfer case which shall be secured by the sheriff of the county in\n\nthe same manner as provided in Section 8-110 of this title. The\n\nelection results storage media shall be sealed in a container\n\nprescribed by the Secretary of the State Election Board. The\n\nsheriff shall secure the sealed election results storage media\n\ncontainer and return it to the county election board at the time the\n\ncounty election board next meets for the purpose of counting\n\nabsentee ballots.\n\n3.
