The Secretary of the State Election Board is the state\n\nofficial responsible for implementing the Uniform Military and\n\nOverseas Voters Act and the state’s responsibilities under the\n\nUniformed and Overseas Citizens Absentee Voting Act, 42 U.S.C.\n\nSection 1973ff et seq.\n\nB. The Secretary shall make available to covered voters\n\ninformation regarding voter registration procedures for covered\n\nvoters and procedures for casting military-overseas ballots. The\n\nSecretary may delegate the responsibility under this subsection only\n\nto the state office designated in compliance with Section 102(b)(1)\n\nof the Uniformed and Overseas Citizens Absentee Voting Act, 42\n\nU.S.C. Section 1973ff-1(b)(1).\n\nC. The Secretary shall establish an electronic transmission\n\nsystem through which a covered voter may apply for and receive voter\n\nregistration materials, military-overseas ballots, and other\n\ninformation under this act.\n\nD. The Secretary shall:\n\n1. Develop standardized absentee-voting materials, including\n\nprivacy and transmission envelopes and their electronic equivalents,\n\nauthentication materials, and voting instructions, to be used with\n\nthe military-overseas ballot of a voter authorized to vote in any\n\njurisdiction in this state; and\n\n2. To the extent reasonably possible, coordinate with other\n\nstates to carry out this subsection.\n\nE. The Secretary shall prescribe the form and content of a\n\ndeclaration for use by a covered voter to swear or affirm specific\n\nrepresentations pertaining to the voter’s identity, eligibility to\n\nvote, status as a covered voter, and timely and proper completion of\n\nan overseas-military ballot. The declaration must be based on the\n\ndeclaration prescribed to accompany a federal write-in absentee\n\nballot, as modified to be consistent with this act.
