A covered voter who is registered to vote in this state may\n\napply for a military-overseas ballot using either the regular\n\nabsentee ballot application in use in the voter's jurisdiction under\n\nSection 14-101 et seq. of this title or the federal postcard\n\napplication or the application's electronic equivalent.\n\nRequirements for matching of name, birth date, and identification\n\nnumber established pursuant to Section 14-105 of this title shall\n\napply to applications for absentee ballots under this section.\n\nB. A covered voter who is not registered to vote in this state\n\nmay use a federal postcard application or the application's\n\nelectronic equivalent to apply simultaneously to register to vote\n\nunder Section 14-141 of this title and for a military-overseas\n\nballot.\n\nC. The Secretary of the State Election Board shall ensure that\n\nthe electronic transmission system described in subsection C of\n\nSection 14-139 of this title is capable of accepting the submission\n\nof both a federal postcard application and any other approved\n\nelectronic military-overseas ballot application sent to the\n\nappropriate election official. The voter may use the electronic\n\ntransmission system or any other approved method to apply for a\n\nmilitary-overseas ballot.\n\nD. A covered voter may use the declaration accompanying a\n\nfederal write-in absentee ballot as an application for a military-\n\noverseas ballot simultaneously with the submission of the federal\n\nwrite-in absentee ballot, if the declaration is received by the\n\nappropriate election official by the last day for other voters in\n\nthis state to apply for an absentee ballot for that election\n\npursuant to the provisions of Section 14-103 of this title.\n\nE. To receive the benefits of the Uniform Military and Overseas\n\nVoters Act, a covered voter must inform the appropriate election\n\nofficial that the voter is a covered voter. Methods of informing\n\nthe appropriate election official that a voter is a covered voter\n\ninclude:\n\n1. The use of a federal postcard application or federal write-\n\nin absentee ballot;\n\n2. The use of an overseas address on an approved voter\n\nregistration application or ballot application; and\n\n3. The inclusion on an approved voter registration application\n\nor ballot application of other information sufficient to identify\n\nthe voter as a covered voter.\n\nF.
