Stat. tit. 26, § 26-2-107","heading":"Secretary's duties","body":"The Secretary of the State Election Board shall be the\n\nadministrative officer of the State Election Board and shall have\n\ngeneral supervisory authority over county election boards and shall\n\nhave the authority to provide administrative supervision to any\n\ncounty election board, as well as the authority to stand in the\n\nplace of the secretary of the county election board for the purpose\n\nof employing county election board personnel when a vacancy exists\n\nin the office of the secretary of the county election board. The\n\nSecretary shall have the authority to employ and fix the salaries\n\nand duties of such personnel as may be necessary to perform the\n\nduties of the State Election Board. The Secretary may promulgate,\n\nrepeal or modify such rules or regulations as the Secretary deems\n\nnecessary to facilitate and assist in achieving and maintaining\n\nuniformity in the application, operation and interpretation of the\n\nstate and federal election laws and a maximum degree of correctness,\n\nimpartiality and efficiency in administration of the election laws;\n\nprovided, however, that such rules or regulations, to be binding and\n\neffective, must have been officially adopted by the Secretary of the\n\nState Election Board; the procedure and adoption of such rules and\n\nregulations shall be subject to the provisions of the Administrative\n\nProcedures Act. The Secretary shall promote and encourage voter\n\nregistration and voter participation in elections. The Secretary\n\nshall be the chief state election official responsible for\n\ncoordination of state responsibilities under the National Voter\n\nRegistration Act of 1993 and under the Help America Vote Act of\n\n2002.
