The secretary of the county election board shall be the\n\nadministrative officer of the county election board and shall have\n\ngeneral supervisory authority over all precinct officials and\n\nabsentee voting board members within the county.\n\nB. The secretary shall employ an assistant secretary and such\n\nother employees as are necessary to perform the duties of the county\n\nelection board. In the event a vacancy exists in the office of the\n\nsecretary of the county election board, the Secretary of the State\n\nElection Board shall have the authority to stand in the place of the\n\nsecretary of the county election board for the purpose of employing\n\nnecessary county election board personnel.\n\nC. The secretary of the county election board shall be charged\n\nwith the operational responsibilities of the board including, but\n\nnot limited to:\n\n1. The supervision, defining job positions and\n\nresponsibilities, and discharge of the employees of the county\n\nelection board;\n\n2. The preparation of the annual budget;\n\n3. The preparation and filing of all reports; and\n\n4. The implementation of policy, findings, and actions required\n\nby law or lawfully prescribed or determined by the county election\n\nboard.\n\nD. The minimum salary of the assistant secretary shall be equal\n\nto ninety percent (90%) of the scheduled salary of the secretary in\n\nthe same county but shall not exceed the salary of the highest\n\nsalaried first or chief deputy or assistant to any county officer,\n\nexcluding the under sheriff, in the same county. Provided, the\n\nminimum salary may be prorated if a county election board office is\n\nopen to the public for fewer hours per day than the average of the\n\nregular public office hours of other county offices. The salary\n\nlimitation contained in this section shall not operate to reduce the\n\nsalary of any person employed as an assistant secretary or chief\n\nclerk on October 31, 2019.\n\nE. Salaries of additional personnel, including personnel\n\nemployed temporarily, shall not exceed the salary of the assistant\n\nsecretary and shall be comparable to salaries paid for the same\n\npositions in other offices within the county.\n\nF. The salaries of the assistant secretary and other personnel\n\nshall be paid from county funds on a monthly basis. In the event\n\nthat the secretary, assistant secretary or any other essential\n\ncounty election board employee must be away from work for a period\n\nof time due to personal illness, family illness, or family\n\nemergency, the county shall be required to fund compensation of\n\nappropriate temporary personnel during the employee’s absence.\n\nG. 1. The secretary of the county election board shall notify\n\nthe Secretary of the State Election Board of the person employed\n\npursuant to subsection B of this section as the assistant secretary\n\nof the county election board. The assistant secretary shall be\n\nsubject to the direction of the secretary of the county election\n\nboard.\n\n2. The assistant secretary shall execute the duties of the\n\nsecretary during the absence of the secretary due to illness,\n\ndisqualification, recusal, or any other reason approved in writing\n\nby the Secretary of the State Election Board.\n\n3. In the event of a vacancy in the office of the secretary of\n\nthe county election board due to the death, removal, or resignation\n\nof the secretary, the assistant secretary shall execute the duties\n\nof the secretary until a successor is appointed as prescribed by\n\nlaw.\n\n4.
