The secretary of the county election board shall appoint the\n\ninspector, judge and clerk of each precinct, to serve terms of four\n\n(4) years each. The secretary's appointments shall be made from the\n\nranks of registered voters within the county pursuant to the\n\nrequirements of Section 2-123 of this title.\n\nB. 1. No later than June 15 of the year following a General\n\nElection for Governor, the county central committees of the two\n\npolitical parties with the highest number of registered voters in\n\nthe state, based on the latest January 15 registration report, shall\n\nsubmit a list of nominees equal to three times the number of\n\nprecincts in the county to the secretary of the county election\n\nboard.\n\n2. The secretary of the county election board shall utilize the\n\nlist of nominees submitted by each party to appoint one precinct\n\nofficial for each precinct from each party no later than July 1 of\n\nthe year following a General Election for a Governor. If no list is\n\nsubmitted by a county central committee by the specified date, or if\n\nthe nominees are unable or unwilling to serve, or if the nominees do\n\nnot meet the eligibility requirements described in Section 2-131 of\n\nthis title, then the secretary of the county election board shall\n\nappoint from the ranks of said party within the county.\n\nC. Terms shall begin July 1 of the year following a General\n\nElection for Governor.\n\nD. In the event of a vacancy, the secretary of the county\n\nelection board shall fill the unexpired term from within the ranks\n\nof registered voters within the county in the manner described in\n\nSection 2-123 of this title.\n\nE.
