Stat. tit. 26, § 26-2-128","heading":"Appointment of counters - Compensation","body":"In the event a hand count of ballots is required, counters may\n\nbe appointed by the secretary of the county election board only as\n\nauthorized by the Secretary of the State Election Board for any\n\nelection. Insofar as is possible, no more than one-half (1/2) of\n\nthe counters shall be members of the same political party. The\n\nSecretary of the State Election Board may prescribe procedures\n\nregarding the appointment and duties of counters.
